Uprooted Democracy: Displacement and the Politics of Recognition
- Examines why states recognize some forms of displacement (climate-, development-, and persecution-led) while rendering others legally invisible, and what this reveals about democratic quality in Latin America
Publications
Sinotte, Étienne. (Under review; working paper available). “Making Collaborative Governance Work in Contexts of State Weakness and Disengagement: Peru’s Indigenous COVID-19 Commands.”
- Explains subnational variation the effectiveness of Peru’s indigenous COVID Commands through pre-existing collaborative networks and NGO involvement
- Shows how civil society can sustain coordination in medium-capacity states when the state disengages
Brouard, François, Natalya Brown, Manuel Litalien and Étienne Sinotte. 2025. “Definitions of northern/rural/remote/peripheric communities in Canada.” In Research Companion to the Periphery and Peripheral Regions: Concepts, Diagnosis, Dilemmas, edited by Jerzy Banski. Edward Elgar Publishing.
- Reviews competing definitions of northern, rural, remote, and peripheric communities in Canada, mapping four key continua (northern/southern, rural/urban, remote/close, peripheric/core)
- Argues that relying on any single classification risks oversimplifying the realities of smaller communities, with consequences for welfare programs and philanthropic efforts
